Assistant Director, Development & Strategy (Mental Health & Psychiatric ILTC)
This role leads the development and implementation of new strategies and care models to address emerging needs in community mental health and psychiatric ILTC sector:
- Drive strategic stakeholder engagement to strengthen the ecosystem, support policy review, and pilot national-level initiatives.
- Lead literature reviews and horizon scanning to identify trends, gaps, and evolving needs within community mental health.
- Develop and refine care models for individuals with mental health and psychiatric conditions, as well as their caregivers.
- Plan and implement new service delivery models in collaboration with stakeholders and industry partners.
- Guide the clinical team in providing inputs to ministries and agencies for policy reviews and service planning.
- Collaborate with the Ministry of Health (MOH) on service planning under the Community Mental Health Masterplan.
- Identify providers’ learning needs and work with stakeholders to develop and implement capability-building strategies.
- Review and facilitate the adoption of standardised care assessment tools for psychiatric ILTC services, ensuring compliance with contractual agreements between MOH and AIC.
Job Requirements
- Bachelor’s degree in healthcare-related field; additional mental health qualifications preferred
- At least 14 years of experience in healthcare or community care sectors, including at least 4 years in a managerial role
- Prior mental health experience is advantageous
- Skilled in programme implementation and evaluation
- Experience in policy analysis, development, or contributing to policy reviews and recommendations
- Adaptable, with strong learning agility in dynamic environments
- Skilled in engaging and collaborating with diverse stakeholders
- Innovative, with the ability to conceptualise and develop service models and programmes
- Strong organisational, communication, analytical, and problem-solving skills
