Assistant Director, Regional Mental Health and Network Development

1. Oversee the service development, implementation and review of community mental programmes under the Community Mental Health (CMH) Masterplan:

  • Lead the Regional Mental Health and Network Development(RMHND) team in the implementation of ASCAT, and Aftercare programmes. 
  • Review and build service linkages to address the various systems-related and process issues in the delivery of mental health services.
  • Establish a quality framework for continuous review and enhancement of the care models to meet the intended outcomes and support the needs of the clients and caregivers.
  • Manage budgets and monitor programme effectiveness through evaluation efforts by coordinating, collating and tracking the outcome measures and performance indicators of CMH programmes.

 

2. Oversee the mental health capability building strategy under the CMH Masterplan:

  • Identify CMH providers’ learning needs and develop mental health capability building strategies, in collaboration with Regional Health Systems Office/Restructured Hospitals to enhance the service delivery system for mental health services in the community.
  • Review effectiveness of CMH programmes and including outcomes and learning points for long term programme planning.

 

3. Support the HOD to lead, develop and manage strategic partnerships and collaborations with government and social agencies, and community partners for capability building of the mental health ecosystem, and strengthen the local ecosystem to build resiliency:

  • Present findings and potential strategies to stakeholders and industry players to secure buy-in for policy review and service planning.
  • Build trust and leverage on internal and external stakeholders to identify gaps and opportunities to improve service planning for community mental health services.
  • Identify potential stakeholders and partners to develop strategic partnerships.

 

Job Responsibilities

  • Bachelor’s Degree, Post Graduate Diploma, Professional Degree preferably in Social Work/Psychology/Counselling with 12 years with at least 4 years in a managerial capacity, and familiar with multi-agency work/healthcare industry, programme implementation and/or programme management
  • Experience in community development and multi-agency work in healthcare/social care industry would be an advantage
  • Experience and knowledge in facilitation, design thinking, organization development preferred
  • Able to work well with groups from diverse background
  • Able to multi-task and possess strong analytical, problem solving and project management skills
  • A self-starter with strong learning ability, who is resilient, adaptable and able to manage change and ambiguity
  • Experience and knowledge in facilitation, with strong negotiation and communication skills
