Assistant Director, Sector Grants Processing and Disbursement, Operations Management
This role will lead, manage and support the Sector Grants scheme administration and operations under the Grants Division.
- Lead and manage teams for Sector Grants processing and disbursement to ensure good oversight and management of the day-to day operations, integration, and administration of various sector grants to fulfil sector grant policy compliance and governance. Oversee and manage overall TAT targets for sector grants operations delivery, including the successful planning and execution together with Business Divisions to onboard new/existing sector grants.
- Management of sector grant schemes and guide team in claim processing, disbursement, and fund utilisation portfolio; claim verification, validation and clarification of issues identified for claims processing and disbursement.
- Ensure smooth running of end-to-end operations for various types of sector grants managed by Grants Division to fulfil the Division’s accountability for fund disbursements.
- Strengthen scheme governance and implement grant administration best practices across Sector Grant managed schemes to ensure operations meet governance compliance and audit requirements (including any GIA audits and quarterly self-audits by external auditor).
- Work with the new scheme onboarding team, and internal, external stakeholders to oversee the timeframes, review scheme administration processes for harmonisation and effectiveness and ensure timely execution of planned onboarding schedule by the operational teams.
- Ensure that grant operations operate efficiently; prioritise sustainable operations through harmonisation, streamlining efforts and change management with the Sector Grants Teams. Plan for exigencies that may impact timely delivery of services. 4. Lead business user in driving and executing the transfer of Sector Grants schemes onto grant administration platforms such as OSG/COGS.
- Plan for mitigation of risks to grant administration operations via knowledge transfer, job rotation, resource planning and business continuity plans.
- Work closely with team to reviews process improvement and scheme harmonization. Lead to identify process bottlenecks and recommend changes/initiatives to harmonise onboarding of schemes, improve productivity in existing process and enhance overall performance.
- Lead business user in driving and executing the transfer of Sector Grants schemes onto grant administration platforms such as OSG/COGS.
- Key personnel that lead in the management, planning, execution and providing business user functional requirements (provide user scenarios/stories/ workflow logic) for onboarding of schemes to new grant management platform (OSG), key features identification for UAT.
Job Requirement
- Degree in any discipline, and preferably with experience in grant operations/finance/accounting/audit, is preferred
- At least 12 years of experience in grant administration/finance/accounting/audit with demonstrated team management skills
- Strong team player and interpersonal skills, with the ability and interest to empathise with the concerns of and build relationships with stakeholders
- Detailed, meticulous, organised, resourceful, change-agile and able to work efficiently in a fast paced and dynamic environment
- Possess critical thinking capabilities and ability to review and streamline processes to achieve better efficiencies and productivity for projects within and across the department
