Assistant Director/Senior Manager, Sub-Regional Planning

You will lead the sub-regional planning of services and solutions to meet and pre-empt needs of Seniors through partnership with various Divisions, local partners (e.g. Community Care Organisations, People’s Association) and Ministry of Health (MOH) to understand needs and profiles of Seniors in each sub-regions, identify and assess gaps, and identify solutions to address needs.

  • Develop and review plans to translate objectives for Seniors in a sub-regional into operational concepts and requirements
  • Develop and hold the view on implementation progress, constraints and changes needed to plans, across sub-regions, as well as to provide inputs on implications of sub-regional plans on plans and operations policy, and piloting of solutions.
  • Develop and review plans and processes across various domains to ensure service continuity in a sub-region for Seniors
  • Set goals, priorities and targets for the team to drive workforce productivity and outputs and steer the team’s deliverables towards organizational goals
  • Plan and project capacity of services in each sub-region to meet current and future needs, and review projection assumptions to ensure relevance. This includes the planning of  location of service touchpoints (e.g. Active Ageing Centres, Senior Care Centres) to improve accessibility for Seniors, as well as to  plan, project and monitor the budget for setting up and implementing services, and review budgeting assumptions to relevance.
  • Establish the culture, system and practice of conducting regular review of internal process to ensure its efficiency, and effectiveness and to minimise risk to AIC.
  • Set targets and coach teams to streamline processes and build dashboards for effective monitoring

 

Job Requirements

  • A recognised degree with experience in planning, policy, service development or inter-agency collaboration
  • Minimum 10 years of working experience, of which 5 years are in a managerial role and preferably in community care, healthcare, social service or public sector.
  • Possess leadership and influencing skills
  • Strong interpersonal, communication and stakeholder management skills
  • Strong analytical, planning, and problem-solving skills and capacity
  • Curious and meticulous with a keen eye for detail 
  • Nimble and adaptive to changes
