Assistant Manager/ Senior Executive, Policy & Analytics, Client Grants

This position will be part of the Policy and Systems Management team, driving the design, implementation, and continuous improvement of MOH-AIC Long Term Care schemes that support patients and caregivers. The role plays a key part in shaping policies, strengthening operational processes, and leveraging data to improve accessibility, effectiveness, and sustainability of financial support.

 

Policy & Analytics

  • Lead policy-related discussions with MOH and other agencies; coordinate the launch of new policies in partnership with internal and external stakeholders.
  • Perform review of existing policies and procedures, identify gaps and suggest improvements to existing process supported by data.
  • Analyse trends, client profiles, and outcomes to inform policy and operational decisions.
  • Develop reports or business insights to support management decision-making and scheme evaluation.

 

Project management

  • Participate in cross-agency projects to improve government’s support to patients. Represent the division in the workgroup discussions and involve in the project planning process.
  • Responsible for the development and delivery of assigned projects, monitor the activities, and lead change management effort to support the implementation. 
  • Review and improve the existing processes to achieve cost-effectiveness and productivity gain. 
  • Work closely with system and operations teams to translate policy intent into system requirements and operational workflows as well as support implementation readiness and post-implementation reviews for new schemes or enhancements.

 

Job Requirements

  • Bachelor degree with at least 3 years of relevant experience in policy, operations, analytics, or project management (public sector experience preferred). 
  • Experience in managing cross-agencies projects, process planning, change management and reporting would be advantageous.
  • Self-starter with the ability to work independently and as part of a team. Good interpersonal skills to work across multiple stakeholders.
  • Able to navigate ambiguity and evolving policy environments, with strong problem-solving and critical thinking skills
  • Proficiency in data analysis tools would be advantageous.
