Assistant Manager/Senior Executive, Administration of Primary Care Funding to General Practitioners

The team in the Grants Division drives the planning and implementation to centralise funding administration and payments to GP clinics under a single touchpoint (Agency for Integrated Care). The ideal candidate will work collaboratively with the team and relevant stakeholders on the planning of the transition activities and timeline, designing operational workflows and documentation, gathering business requirements for IT systems and testing, and be part of the team running business operations after launch.  

Process Assessment and Workflow Implementation

  • Identify and implement enablers to consolidate and transfer administration of various fundings and payments to GP clinics from the existing administrators to AIC.
  • Develop work processes across relevant stakeholders and document in the Operating Framework (OF) and Standard Operating Procedure (SOP).
  • Identify and streamline areas from existing work processes to improve operational efficiency.
  • Work with relevant stakeholders to design communication materials and establish workflows to guide the GP clinics during/after the transition period.
  • Provide regular updates to Senior Management and obtain required approvals for key policy approaches.
  • Monitor and report budget utilisation to Senior Management and Funder.

 

IT Integration and System Design

  • Collaborate with stakeholders and MOH to ensure effective system integration and data migration.
  • Assess existing system capabilities and identify potential enhancements that will help translate business requirements into technical specifications.
  • Perform UAT testing and ensure system is functionally ready for roll-out.

 

Steady State Implementation

  • Accreditation: Process and approve applications, on top of issuing agreements to GP clinics
  • Appeals: Support MOH in facilitating investigations with Clinics, assess and approve appeals based on a set of appeals guidelines
  • Audit: Support queries on claims/processes and put in place improvement processes as necessary.
  • Disbursement/ recovery of claims: Execute payments and recovery, and report the amount disbursed/recovered to MOH via MOHH on a quarterly basis.

 

Job Requirement

  • Degree in Business Administration/Accountancy/Finance, or related fields preferably with 2 to 3 years of working experience in Grant Operations and/or Grant Governance and Compliance.
  • Able to work independently and as a team to collaborate with various stakeholders.
  • Ability to work in a fast-paced environment and is detail-oriented.
  • Analytical with an aptitude for problem-solving and able to address concurrent demands from operational requirements and policy consideration.
  • Proficiency in MS office
  • Knowledge of data visualization/analytical tools such as RPA (UiPath), IDEA Caseware, etc. will be an added advantage.
