Job Description
This role focuses on exploring and evaluating innovative and novel ways of addressing existing or emerging gaps and needs in the Singapore's community mental health landscape specifically in the Psychiatric Intermediate and Long-Term Care (ILTC) sector. This can involve researching and conducting population-centric needs analysis, piloting new care delivery models and developing new enablers; and improving existing care delivery processes.
Key Accountabilities
- Develop, propose and evaluate new service models and enablers to meet the needs of existing or emerging gaps observed in the psychiatric ILTC sector in Singapore.
- Drive new development of service and care models for people with mental health needs, caregiver support programmes, assessment and service re-design and programming.
- Conduct and lead teams in the review of existing programmes / care processes to identify areas for improvements to better meet the needs of the mental health sector.
- Propose and drive enhancements of existing processes and enablers that improves care integration across stakeholders within the mental health ecosystem.
- Collaborate with other internal teams to design, propose and drive processes that enhances cross programme collaboration and flows that improves care transitions, particularly with Restructured Hospitals and community mental health services.
- Manage the implementation and review of identified pilots and initiatives that improves support to persons with mental health needs and their caregivers.
- Conduct sector engagements with stakeholders, evidence-based research and horizon scanning to identify emerging trends, service gaps, and project needs.
- Drive engagement with sector stakeholders to influence, develop, collaborate and pilot on new strategies and models.
- Review and engage relevant stakeholders in improving processes related to referrals, assessments and quality improvements.
- Gather and support in the consolidation of data for dashboard reporting to MOH
- Deliver evidence-based recommendations in representations to Ministries and agencies for policy review and service planning.
Job requirements
- Postgraduate degree preferably in healthcare-related discipline, with a preference for mental health qualification.
- At least 8 years’ experience in healthcare or community care sectors with 2 years in managerial experience.
- Prior work experience in mental health is essential.
- Experience in programme design, pilot implementation and evaluation, process development and review, and programme management.
- Able to facilitate and work well with groups from diverse backgrounds.
- Able to multi-task and possess strong analytical, problem solving and project management skills.
- A self-starter with strong learning ability, who is resilient, adaptable and able to manage change and ambiguity.
- Good interpersonal and communication skills.
