Manager, Service Planning and Policy-Operations
You will lead the translation of policy objectives into service and operational concepts and requirements, in line with national directions through partnership with various Divisions (e.g. Partners Development Division, Care Systems Integration Division, Service Development Divisions) and Ministry of Health (MOH) to understand Seniors’ needs and current care landscape, and recommend options to address underserved and emerging needs.
- Develop approaches to comprehensively translate policy objectives into operational concepts and requirements. This includes the review of service requirements, indicators and funding models to improve outcomes for Seniors and efficiency for Partners.
- Develop and hold the view on constraints and changes needed to plans and operations policy, across services
- Project-manage evaluations to gather insights to improve services and secure resources
- Provide inputs on implications of the future sector landscape on plans and operations policy, and plans and operations policy on service capacity and resources, as well as on policy and regulatory matters.
- Set goals, priorities and targets for assigned projects and steer the project team’s deliverables towards organizational goals
- Develop plans and timelines to integrate other services into the Integrated Community Care Provider organizing concept. This includes the identification of changes to service requirements, indicators, enablers, and funding models needed for integration, as well as the development of plans and timelines to improve the resilience of services and the community care sector to meet needs.
- Streamline internal processes to optimise administrative and compliance effort such as to drive the secretariat work required (e.g. curation of agenda and documentation of key decisions) and proactively identify and work on areas that could be streamlined for effectiveness and efficiency.
Job Requirements
- Minimum a degree with experience in planning, policy, service development or regulatory function.
- Minimum 7 years of working experience, of which 2 years are in a managerial role and preferably in community care, healthcare or public sector.
