Manager, Strategy & Planning (Population Health)

You will support system-level strategic planning and performance monitoring — ensuring that policy intent is translated into disciplined execution across agencies, healthcare clusters, and community partners. The role combines strategic thinking, data analysis, governance, and cross-agency coordination.

 

This role offers a unique perspective on programme coordination and orchestration across multiple agencies, providing valuable exposure programme planning, cross-agency collaboration, and system-level implementation within Singapore’s healthcare landscape.

 

  • Develop and review short-, medium-, and long-term implementation plans for Healthier SG, translating strategic priorities into structured workplans, milestones, and measurable outcomes.
  • Design and maintain performance tracking frameworks and management reports to support senior leadership oversight and evidence-based decision-making.
  • Conduct scenario modelling and analyses to stress-test assumptions, assess trade-offs, and support long-term capacity and resource planning.
  • Translate complex datasets into clear strategic insights, identifying systemic bottlenecks, implementation risks, and emerging trends that require policy or operational intervention.
  • Conduct periodic demand management polling exercise to gather requirements, prioritise and strategically manage requests and resource allocation that inform planning and policy adjustments.
  • Support risk management and planning processes, including identifying potential implementation risks and mitigation strategies.
  • Provide secretariat support for key governance and programme meetings, ensuring clear documentation, decision tracking, and timely follow-up.

 

Job Requirements

  • A recognise degree; background in public policy, public health administration, strategic or corporate planning, data analytics, or related disciplines an advantage.
  • At least 5 years of relevant experience in strategic planning, programme management, or inter-agency coordination.
  • Strong analytical and systems thinking skills, comfortable working with data, projections, and performance metrics.
  • Proven ability to translate strategies into actionable workplans, monitor progress, and adapt to evolving priorities.
  • Strong written and verbal communication skills, with the ability to synthesise complex issues and present clear recommendations to senior management.
  • Curious, forward-looking, and resilient, with a keen interest in public healthcare, governance, and strategy.
