Manager, Systems Management, Client Grants

The Policy and Systems Management team oversees the launch of new and enhanced financial assistance schemes, from the initial planning and design stages of schemes to the implementation and continuous improvement phases. The Systems Management team plays a pivotal role in the design of operational processes, oversees the development and implementation of grant administration systems to ensure the schemes are efficiently managed and accessible to clients in need.

 

Key Responsibilities:

· Process Development: Lead the team to drive discussions with various stakeholders to develop grants administrative processes for new or improved policies. Conduct regular reviews of existing operational workflows to identify any gaps and propose solutions to enhance operational efficiency.

· System Design: Collaborate with internal and external users, as well as IT partners, to gather comprehensive business requirements and review system specifications. Ensure that the developed solutions are tailored to meet the policy or business requirements.

· Testing and Implementation: Develop test scenarios and coordinate system testing. Monitor the progress of these activities and adhere to the delivery timeline. Lead the effort in change management and provide support during the implementation phase to ensure a seamless transition.

· Reporting: Track the progress of various tracks and prepare status reports to keep all stakeholders informed.

 

Job Requirements

•        Bachelor degree with minimum 8 years working experience preferable in public sector.

•        Experience in managing cross-agencies projects, process planning, change management and reporting would be advantageous.

•        Self-starter with the ability to work independently and as part of a team. Good interpersonal skills to work across multiple stakeholders.

•        Able to handle ambiguity, strong analytical skill and effective time management to meet project timeline.
