Senior Assistant Director, Operational Systems Integration and Innovation

Job Description

You will lead a team to manage current and future technology projects, review and explore the innovation and transformational needs of the organisation.  You will develop strategies and workplans as well as coordinate and manage multiple technology projects to ensure they meet the organisation’s requirements.

  • Lead the initiation and development of technology solutions to meet operational needs. Collaborate with internal and external partners and stakeholders to identify and clarify the complex problems encountered. Create user requirements leading to the development of the technical specifications of the projects. 
  • Lead in the assessment of the viability and effectiveness of technical systems and operational processes to meet the user requirements. Ensure the quality, cost-effectiveness and timeliness of design, development, installation, tests and commissioning of projects, through the coordination internal and external partners, including vendors and subcontractors.
  • Lead in the management of project team resources through creation of detailed and accurate project descriptions, cost estimates, functional and technical specifications, schedules, timelines and written status reports throughout the project life cycle.
  • Lead in the documentation of all aspects of project development and evolution through concise meeting notes, action items, task management and eliminate barriers in completion of projects.
  • Provide oversight to ensure consistent technical performance and intra-project consistency to standards, processes, security, and technical consistency.
  • Provides oversight to ensure adherence to IT policies and procedures, as well as data protection under the Personal Data Protection Act (PDPA).
  • Provides oversight of demand management, business systems release management, and change management activities.
  • Lead in the support of disaster recovery planning and testing, as well as business continuity planning.
  • Lead in collaboration to prepare the required management reports for routine and ad-hoc reporting.
  • Lead in the analysis of reports submitted by other parties to assess the impact to organisation and make recommendations on the way forward.
  • Lead the management of the Healthier SG Customer Relationship Management (HSG CRM) system, including account management, short- and long-term enhancements, managing bug-fixes and sending SMS to members of public (MOPs) for Healthier SG (HSG) enrolment and health plan appointment.
  • Lead the management of the Knowledge Management System (KMS)/Learning Management System (LMS), including account management, short- and long-term enhancements, as well as supporting the Training Branch in the maintenance of their training contents.
  • Assist to perform any other ad-hoc project and duties assigned by Director.

 

Job Requirements

  • Degree in any discipline, preferably in the STEM and/or Healthcare domains.
  • At least 14 years of related working experiences, with at least 4 years in supervisory role.
  • Experience in technology research and development, capability development and project management.
  • Knowledge in artificial intelligent and machine learning will be advantageous.
  • Good communication skills, both written and verbal.
  • Pro-active, quality conscious, attentive to details and results oriented.
  • Good team player, able to work under pressure and deliver results under tight timelines.
