Senior Manager, Mental Health Primary Care Development

This role will support the HOD to oversee the service planning and development, implementation and review of primary care-led mental health programmes under the Community Mental Health (CMH) Masterplan and HSG MH initiative and oversee the development of HSG MH and dementia.

 

  • Support the Head of Department (HOD) in strategically implementing mental health and dementia services within the primary care setting.
  • Present analysis and recommendations to senior management to secure buy-in for policy reviews and service planning initiatives.
  • Build trust and collaborate with internal and external stakeholders to identify gaps and opportunities for enhancing mental health service planning in primary care.
  • Integrate primary care-led mental health services into the wider healthcare system by working with Clusters’ Regional Health System Offices (RHSOs), Primary Care Offices (PCOs), and Primary Care Networks.
  • Review and establish competencies, processes, and enablers to facilitate the implementation of the HSG Mental Health initiative in both private and public primary care sectors.
  • Plan and align the implementation of care models with the Healthier SG care protocol, ensuring continuous review and improvement of collaborative care approaches to meet clients' and caregivers' needs.
  • Manage budgets and oversee programme effectiveness by coordinating, collating, and tracking outcome measures and performance indicators for primary care programmes.
  • Develop mental health in primary care system such that the polyclinics and GP settings use the same assessment tools, ensuring consistent understanding and practice of the mental health and dementia needs, and regularly review programme outcomes for long-term planning.

 

Job Responsibility

  • Bachelor’s Degree in healthcare related discipline, with preference for mental health qualification.
  • At least 10 years’ experience in primary care or community development and multi-agency work in healthcare/social care industry with 5 years’ management experience
  • Experience in multi-agency work/healthcare industry, programme implementation and/or programme management
  • Experience and knowledge in facilitation, design thinking, organization development preferred
  • A self-starter with strong learning ability, who is resilient, adaptable and able to manage change and ambiguity
  • Able to multi-task and possess strong analytical, problem solving and project management skills
  • Able to work well with groups from diverse background
  • Experience and knowledge in facilitation, with strong negotiation and communication skills
