Senior Manager/ Manager, Corporate IT Strategy and Planning

Job Description 

Development and implementation of strategic IT plans to enable digital transformation

  • Engage stakeholders in AIC business divisions and IT partners / vendors to support national-level healthcare and community care (ComCare) sectors’ current IT landscape and ongoing IT initiatives
  • Support the development and review of digitalisation competency roadmap and training initiatives to uplift the ComCare sector
  • Explore new technology and ascertain the suitability for ComCare’s adoption with the view of applications convergence, data harmonisation and cost sustainability

 

Management of IT systems’ roadmap and enterprise IT architecture

  • Review AIC-managed IT systems’ roadmap to align with envisaged AIC strategic IT blueprint and enterprise IT architecture through endorsement from AIC IT & Digital Council and Board IT Committee
  • Participate in the evaluation of proposed solutions by IT partners / vendors to ensure alignment with envisaged AIC strategic IT blueprint

 

Management of IT work planning

  • Coordinate IT work planning with AIC business divisions and IT partners / vendors to manage competing IT demands
  • Prepare and facilitate the conduct of annual IT Workplan Kick-off and Townhalls
  • Prepare IT inputs for annual Committee of Supply (COS) Debate and AIC Seminar

 

Support the function of IT governance, IT budgeting & policy management

  • Provide updates on AIC strategic IT plans to AIC IT & Digital Council and Board IT Committee
  • Provide IT strategy and planning inputs for annual IT budgeting exercise
  • Work with IT Finance team to support the overall IT block budget and advise AIC management on prioritisation of IT plans / projects against the business goals that contribute to AIC long-term plan and strategic outcomes
  • Facilitate quality improvement and change management relating to IT policies and processes for better efficiency in the overall IT project implementation at AIC
  • Collate IT actions to mitigate risks stated in the Enterprise Risk Management (ERM) report and/or the Public Accounts Committee (PAC) report

 

Job Requirements

  • Good general degree, preferably in Information Technology (IT), or Healthcare-related fields
  • High level of computer literacy, especially on the use of Microsoft 365 (PowerPoint) and AI-applications such as Copilot, ChatGPT, Google Gemini, Canva, Gamma etc
  • Demonstrated knowledge in strategic planning and stakeholder engagement, with preferably at least 7-10 years relevant experience in consulting, project management, or IT planning and with at least 3 years in supervisory role
  • Possess “out of the box” thinking, welcome new challenges, understand the sense of urgency and be able to manage different priorities with competing timelines
  • Demonstrated ability of effective communication skills (both verbal and written) to engage a wide range of stakeholders, including those at senior leadership level
  • Strong analytical skills, effective team member with the ability to work independently
  • Possesses an excellent understanding of business requirements and IT strategies
  • Candidates with relevant experiences in the healthcare or public sector are preferred
