National Health Innovation Centre Singapore
The National Health Innovation Centre Singapore (NHIC) is a nationally-appointed Innovation and Enterprise Programme Office that works with Public Health Institutions across Singapore to identify and commercialise promising clinical innovations. We fund the translation and development of medical innovations from Singapore’s clinical sector, and provide strategic guidance and connection to industry partners, accelerating the pathway to impact in healthcare. NHIC programmes catalyse the translation of clinical innovations towards commercially viable products that benefit patients and healthcare. Established since 2014, we have supported many projects and companies in the development and implementation of innovative medical technologies and services, improving the standard of healthcare in Singapore and beyond. NHIC is part of the Consortium for Clinical Research and Innovation Singapore (CRIS).
What you will be working on
We are looking for a dynamic and experienced individual to fill the role of Assistant Director, Innovation & Healthcare Transformation at NHIC.
Your key role would be to lead Clinical Adoption and Healthcare Transformation initiatives at NHIC, including working with the Ministry of Health (MOH) and Public Healthcare Clusters (PHCs) to take regulatory-approved health technologies from early-stage solutions into real-world clinical practice in Singapore and beyond.
The portfolio will see you getting involved in digital integration (where applicable), cost-effectiveness assessments of technologies, procurement and potential subvention to enable scale-up across Singapore for long-term adoption and financial sustainability.
As part of the team, you will also support NHIC’s suite of innovation, development and commercialisation schemes. This includes being a Cluster Lead for one of the local PHCs to facilitate development, adoption and commercialisation of early innovation. You will help your designated PHC with early selection and award of promising clinical innovation projects, Intellectual Property (IP) due diligence, strategy and advice on viable clinical and commercial pathways. You will walk with clinical innovators as they endeavour to bring their promising innovations from bench to bedside to market.
In this role, you will also be working with other CRIS business units (BUs) and research, innovation and enterprise (RIE) entities in the human health and potential (HHP) ecosystem to realise our mission and goals of achieving health and economic outcomes for Singapore.
Key Responsibilities
Lead NHIC’s clinical innovation and adoption initiatives and grants [Innovation-to-Adopt (I2A)], and other MOH healthcare transformation initiatives which could involve management of grants, policies and processes with PHCs.
- Work with project teams and PHCs to implement, manage and track the performance of selected technologies for healthcare transformation at PHCs.
- Align with MOH and Coordinating Parties (CPs) at the PHCs to enable the evaluation, selection and funding of technologies, that performed well during the test-bedding stages, for national scaling.
- Facilitate health economics and outcomes research (HEOR) efforts at the national level by supporting the National HEOR Working Group (HEORWG) in developing and implementing a national framework of cost-effectiveness from innovation into implementation for selected technologies.
- Sync up with other Ministry of Health Holdings (MOHH) agencies to enable long-term adoption of technologies for beneficial healthcare transformation in Singapore – these could include Synapxe, ACE, ALPs, HPB, MOHT, etc.
- Collaborate, as part of NHIC and CRIS, with stakeholders and partners, to guide PHC projects towards success in terms of health and economic outcomes.
- Lead and groom a team to enable all of the above.
Qualifications
- MD, MBBS, PharmD, PhD or DPhil in Biomedical Sciences, Healthcare Management, Public Health and/or Technology Management or equivalent.
- 3-5 years of experience facilitating the implementation and adoption of new technologies into clinical/healthcare practice at healthcare institutions. This should include understanding and addressing the requirements of institutional review boards (IRBs), solutions review boards (SRBs), ethics committees, regulatory authorities, digital requirements, as well as policies and processes to enable implementation of technologies at healthcare institutions.
- Strong understanding of clinical needs, cost-effectiveness, priorities and workflows at healthcare institutions paramount.
- Basic understanding of IP strategies, business and market needs, regulatory requirements advantageous.
- Exhibit strong analytical ability with good problem-solving and management skills. Good discernment and judgement of complex situations is expected. Candidates should be proactive, responsible and detailed in their work. They should also show strong organisational, interpersonal, communication, presentation and writing skills.
