Precision Health Research, Singapore (PRECISE) is the central entity set up to coordinate a whole of government effort to implement Phase II of Singapore's National Precision Medicine (NPM) strategy. As part of this strategy, PRECISE and Singapore's leading research institutes have jointly developed the extensive PRECISE-SG100K resource, comprising rich biobank phenotypic and whole genome sequencing datasets. The PRECISE-SG100K Data Science Team is now working towards data curation, data analysis and data generation of the PRECISE-SG100K resource.

 

About the role

 

In Phase III of the NPM Programme, PRECISE will undertake the generation of data, in particular whole genome sequencing data to:

 

1)         Understand the role of genetic factors in addition to lifestyle and healthcare data, causing disease as well as to predict the natural history of disease and response to therapy

2)         Develop applications from the whole genome sequence to inform healthcare delivery

3)         Expand clinical utility of whole genome sequences

 

The Deputy Director will support PRECISE Chief Medical Officer (CMO) and Deputy Chief Medical Officer PRECISE to develop plans and execute this work package.

 

Responsibilities:

 

Strategy & Planning

 

  • Develop a strategy for executing 2 work packages in conjunction with the rest of CMO office.  The strategy could include (but not be limited to):
    • Generation of clinical grade whole genome sequencing data at scale through public private partnerships and/or collaboration with other ecosystem stakeholders
    • Develop a framework to systematically identify a pipeline of clinical implementation pathways or research cohorts for sequencing.

Work with healthcare clusters to build IT infrastructure, governance, regulation and clinical/laboratory services to enable them to receive and act on whole genome sequence data. 

 

Stakeholder Engagement

  • Work with stakeholders to ensure that governance and regulation is in place to ensure the safe and effective delivery of healthcare interventions while protecting patients.
  • Where appropriate, work with partner business units (Singapore Translational Cancer Consortium/Cardiovascular DiseasE National Collaborative Enterprise) on applications of WGS in their therapeutic areas.
  • Coordinate across PRECISE and ecosystem to deliver genomic data for research, while at the same time, establish a pathway for insights to be returned to the healthcare system to influence care.

Project Management

  • Advise CMO and Deputy CMO on actions that are critical to the success of the program
  • Provide a sensing of the progress on the ground as the program evolves to identify areas that could impede or improve the attainment of the program goals

 

Requirements:

 

EDUCATION, TRAINING

 

Degree in life sciences or a related field.

 

EXPERIENCE

 

  • Related experience in hospital clinic operations or health policy
  • Excellent communication and interpersonal skills
