Overview
The Consortium for Clinical Research and Innovation, Singapore (CRIS) brings together seven national R&D, clinical translation and service programmes to advance clinical research and innovation for Singapore, and establish important capabilities for a future-ready healthcare system.

PRECISE
PRECision Health Research, SingaporE (PRECISE) is the central entity set up to coordinate a whole of government effort to implement Singapore’s National Precision Medicine (NPM) strategy.
In phase III of the National Precision Medicine (NPM) program, PRECISE Chief Medical Officer’s Office (CMOO) and Chief Innovation Officer’s Office (CIOO) will undertake two respective work packages to: (1) establish sequencing and IT informatics infrastructure to deliver up to 450,000 genomes and (2) establish Genomic Innovation Hub(s) to develop and evaluate novel clinical services that will provide cost-effective improvements in health outcomes in Singapore.
Role Summary
The Head of Technology (HoT) leads the strategic planning, development, and execution of national infrastructure to enable precision medicine at scale. The HoT oversees the PRECISE Technology Group (PTG), ensuring secure, sustainable, and impactful genomic data systems across research and healthcare domains.
Key Responsibilities
- Provide strategic leadership for the PRECISE Technology Group and all PTG delivery units.
- Define and maintain the national genomic data architecture, spanning sequencing to secure data access.
- Establish and govern partnerships with strategic technology collaborators from industry and government agencies.
- Ensure interoperability with national healthcare systems and compliance with national data security and digital standards.
- Drive innovation in data access, FAIR resources, federated research, and clinical enablement infrastructure.
- Steer the development of genomic medicine platforms that are scalable, cost-effective, and clinically meaningful.
Expected Outcomes
- A high-performing, multidisciplinary PTG team delivering on national precision medicine goals.
- Deliver a secure and trusted data infrastructure to support the National Precision Medicine Programme that for genome delivery for research use and clinical integration.
- Harmonised national platforms for TRE access, variant interpretation, and genomic data governance.
Governance & Reporting
- Reports to the Executive Director of PRECISE.
- Oversees Deputy CTOs and all PTG delivery teams.
- Participates in national governance forums, technical working groups, and international collaborations.
- Drives alignment with national priorities and long-term strategy for precision health infrastructure.
