Overview

The Consortium for Clinical Research and Innovation, Singapore (CRIS) brings together six national R&D, clinical translation and service programmes to advance clinical research and innovation for Singapore and establish important capabilities for a future-ready healthcare system. The Business Entities under CRIS include:

CADENCE

 

The Cardiovascular Disease National Collaborative Enterprise (CADENCE) is a national program for Cardiovascular Research that aims to strengthen the overall impact of cardiovascular research and translation by integrating existing capabilities, and bringing together the strongest basic, clinical and translational talent and expertise across Singapore. This programme will be under the Ministry of Health Holdings (MOHH) Pte Ltd and anchored by the cardiovascular research programmes and commercialization platforms of the program’s research partners (NHCS, NUHCS, TTSH, KTPH, NTFGH, CGH, SKH, NUS, DUKE-NUS, LKC school of medicine and A*STAR).

 

 

THE ROLE

 

 

(A)       SPECIFIC (90%)       

 

1.

To assist Project Lead with grant applications (includes budget planning), submission of data governance approvals, tracking ethics & regulatory approval status and management of contract agreements.

 

2.

To create detailed project management plans outlining scope, major milestones, risks, and sequence of activities needed to successfully complete the project. Determine necessary resources and schedule for projection completion while ensuring technical feasibility; define objectives and measures upon which the project will be evaluated at completion.

 

 

3.

To work with IT partners to address technical issues, optimize data transfer and integration and implement necessary fixes. Familiar with database systems and warehousing concepts.

 

4.

To collaborate with vendors and IT partners for data-related services, including planning for data extraction, verification, integration, and migration (when applicable).

 

5.

To work with both internal and external stakeholders (including and not limited to main project team, IT partners, analysts, clinicians, administrative staff, legal teams) for data integration pipeline including and not limited to formulation of agreements, providing user feedback, review of data fields required, obtaining ethic approvals, data verification, testing of platforms, procurement of third-party services.

 

6.

To set up and ensure proper, detailed, secure and up-to-date documentation for all project activities including financial records and communication correspondences.

 

7.

To manage all project funds/grants according to established accounting policies and procedures and to communicate with funding bodies in accordance with funding agreements including preparation of financial reports and supporting documentation for funders.

 

8.

To review the quality of the work completed by the project team on a regular basis to ensure that it meets the project standards, to enforce compliance with regulations, protocols, policies and procedures and to monitor all budgeted project expenditures, cash flow projections and report actual cash flow and variance to management on a regular basis.

 

9.

To identify potential risks and develop mitigation strategies.

 

10.

Measure project performance using appropriate systems, tools and techniques.

 

11.

To write reports on the project for management and for funding bodies including the analysis, interpretation and reporting process of findings and results.

 

12.

To manage, guide, supervise and review the performance evaluation of the project team members. Manage and resolve conflicts within the project team or with stakeholders.

13.

To perform other duties assigned by CADENCE directors and Platform 1 lead.

 

 

(B)       GENERAL (10%)

 

 

  1.  

To attend administrative and research meetings organized by internal and external department/Institution.

 

 

  1.  

To attend meetings/requests assigned by Project Lead which may involve parties from NHCS departments, participating hospitals/research institutions and external agencies, etc.

 

 

  1.  

To develop and implement policies and procedures for the Project, if applicable.

 

 

 

JOB REQUIREMENTS

     

 

(A)       EDUCATION, TRAINING AND EXPERIENCE

 

  1.  

Bachelor’s or Master’s Degree in Bioinformatics, Biomedical Science, Computer Science/Engineering or its equivalent.

 

  1.  

Advance proficiency in Project Management. PMP certification is desirable.

 

 

  1.  

Strong interpersonal skills to effectively manage relationships with stakeholders, vendors, and IT partners. Past experience in supervising of junior staff is a bonus.

 

  1.  

Excellent written and verbal communication skills in both client-facing, internal and external communication. Ability to translate business requirements into non-technical layman terms.

 

  1.  

Advanced computer skills in Microsoft Office Suite, data management and domain knowledge/experience with relational database in healthcare.

 

  1.  

Proficiency in risk management and performance measurement tools.

 

  1.  

Min 3-5 years of relevant work experience in Data Science/Analytics/Research and Healthcare. Prior work experience in implementing national-level programme and cardiovascular medicine setting will be advantageous.

 

  1.  

Familiarity with data governance principles, ethics, and compliance standards.

 

  1.  

Analytical and strong problem-solving skills.
