CADENCE
The Cardiovascular Disease National Collaborative Enterprise (CADENCE) is a national program for Cardiovascular Research that aims to strengthen the overall impact of cardiovascular research and translation in Singapore through: (1) synergising efforts across Singapore through the establishment of Joint Platforms to improve patient outcomes and establish Singapore as a global leader in cardiovascular disease (CVD) research; (2) overcoming common barriers to research at the systems level; (3) driving commercialisation efforts; and (4) demonstrating the power of these synergies through a series of practice-changing Use Cases.
CADENCE will be housed as a business unit within the Consortium for Clinical Research and Innovation Singapore (CRIS), a wholly-owned subsidiary of the Ministry of Health Holdings (MOHH) Pte Ltd and anchored by the CVD research programmes and commercialization platforms of partner institutions (MOHT, NHCS & NHRIS, NUHCS & CVRI, NHG Heart Institute, KTPH, A*STAR, NUS, Duke-NUS, LKC).
What you will be working on
The Clinical Operations Manager/Senior Manager will assist and/or oversight the strategic and operational execution of cardiovascular clinical trials within the CADENCE National Clinical Translational Programme. This role combines hands-on project management expertise with strategic network leadership to establish Singapore as the premier Asian hub for cardiovascular research excellence. The ideal candidate should be seasoned clinical trials expert with a proven ability to navigate complex, multi-institutional environments.
Responsibilities:
Strategic Leadership & Network Management
- Serve as liaison for the National CV Clinical Trials Network, coordinating across multiple sites, industry partners, and international collaborators
- Drive expansion of local and regional CV trial networks to enhance Singapore's competitive positioning
- Lead implementation of Investigator-Sponsored Trials (ISTs) and Investigator-Initiated Trials (IITs) from conception through closeout
- Develop strategic partnerships and resolve contractual barriers to accelerate trial setup and execution
Operational Excellence
- Oversee end-to-end management of multi-site cardiovascular clinical trials (Phase I-IV) ensuring delivery on time and within budget
- Establish and implement SOPs, work instructions, and best practices to harmonise multi-site trial operations
- Ensure compliance with ICH-GCP, FDA, EMA, and HSA regulatory requirements as applicable across all managed trials
- Lead project discussions independently and manage stakeholder expectations effectively
Team Leadership & Development
- Provide mentorship and guidance to clinical operations staff, fostering excellence and innovation
- Ensure project team members are qualified and equipped with required skillsets
- Collaborate with delegated personnel on contracts and partnerships
- Build and maintain strong relationships across diverse stakeholder groups
Quality & Financial Management
- Contribute to and implement robust research quality frameworks within CADENCE
- Oversee proper budgeting and accounting of research funds, ensuring compliance with financial policies
- Track KPIs, monitor progress, and provide regular updates to senior leadership
- Ensure optimal resource allocation and utilisation across multiple concurrent projects
Requirements:
- Bachelor’s/Master’s degree in Life Sciences, Nursing, or a related field
- Over 8 years of experience in clinical operations, with expertise in multi-site trials (drug/device) and early-phase studies (Phase I-II)
- Proven track record in IST/IIT management and regulatory compliance
- Expert knowledge of ICH-GCP, HSA/MOH regulations, and international regulatory frameworks
- Industry/pharmaceutical experience will be considered an advantage
- Strong project management (PMP/Prince2 certification preferred) and negotiation skills
- Meticulous attention to detail with ability to thrive in fast-paced environments
- Ability to drive multi-institutional collaborations and resolve contractual barriers
- Ability to work flexibly including international time zones when required
