STCC
STCC; a nationally coordinated consortium to synergise cancer research capabilities in Singapore, brings together unmatched basic, clinical, and translational talent in Singapore to create globally significant peaks of excellence in selected Asian cancers.
STCC's five joint platforms – Cancer Clinical Trials and Investigational Medicine Units, Cancer Databases and Tissue Banks, Translational Research Integration and Support, Business Intelligence and Development, and Impact and Population Health – provide an enabling research and innovation environment driven to foster translational research and meaningful outcomes for society.
Through collaborative relationships with our partner institutions [comprising of National Cancer Centre Singapore (NCCS), National University Cancer Institute, Singapore (NCIS), National University Hospital (NUH), National University of Singapore (NUS) and Tan Tock Seng Hospital (TTSH)], and by capitalizing on the strengths of industry and academia, STCC is uniquely poised to develop initiatives that are aligned with Singapore's goals in value-based healthcare innovation and economic value creation.
STCC is a business unit of the Consortium for Clinical Research and Innovation, Singapore (CRIS), and is supported by the National Research Foundation, Singapore (NRF) and the Singapore Ministry of Health through the National Medical Research Council (NMRC) Office, MOH Holdings Pte Ltd.
The Role:
To enable high-impact translational oncology research by driving the efficiency and quality of the STCC Cancer Database and Tissue Banks. This role acts as a bridge between clinical operations and researchers, managing the full lifecycle of biospecimen and data services from infrastructure capacity building and regulatory compliance to project management and stakeholder engagement.
Key Responsibilities:
Infrastructure and Research Capacity Building (30%)

- Strategic Alignment: Act as the primary point of contact for local public healthcare institution partners to ensure infrastructure and research capacity are harmonised and meet current and future research demands.
- Operational Standardization: Develop, review, and operationalize Standard Operating Procedures (SOPs) for biobanking workflows, ensuring standardization across sample acquisition, processing, storage, and retrieval to maximize research utility.
- Capacity Planning: Monitor biobanking utilization rates and storage capacities; identify infrastructure gaps and propose strategic upgrades to support growing research demands.
- Innovation & Intelligence: Stay abreast of healthcare IT developments, digital health trends, and regulatory changes to evaluate and implement emerging technologies that improve operational efficiency and data management.
Project and Service Management (30%)

- Project Leadership: Lead the coordination and management of STCC projects in collaboration with other STCC platforms, academic institutions, and commercial partners.
- Operational Translation: Translate research project requests into actionable workflows for the operations team, ensuring seamless operationalization from paper to practice.
- Lifecycle Management: Manage projects from inception to completion, including budgeting, scheduling, and ensuring adherence to quality standards.
- Consultancy & Costing: Provide consultative advice to requesters on service pricing, cost recovery models, and biobanking budget matters.
- Stakeholder Engagement: Support STCC platforms in addressing commercial inquiries regarding services, specimen types, and data availability.
- Clinical Collaboration: Collaborate with clinical staff to understand data requirements and support research needs through effective data management practices.
Contracts, Regulatory, and Ethics Management (20%)

- Agreement Oversight: Define and communicate Platform 2's requirements during the drafting of legal agreements.
- Legal Coordination: Support coordination with partnering institutions’ legal departments to facilitate the crafting of research agreements.
- Regulatory Advisory: Provide consultative advice to STCC stakeholders on the Human Biomedical Research Act (HBRA) and HTF biobanking regulations.
- Compliance: Ensure strict compliance with data protection policies (HIM-DM), privacy laws (PDPA), and healthcare standards.
General and Administrative Support (20%)

- Financial Stewardship: Oversee STCC finance budget planning, reporting, and quarterly claims submission for Platform 2.
- Ad-hoc Duties: Perform other duties as assigned by the Platform lead or Managers.
Job Specifications/Requirements:

- Degree in life science or a related field.
- 2 years of experience is preferred, fresh graduates with a strong aptitude for operations are welcome to apply.
- Experience in the healthcare industry, particularly in a hospital setting, is highly desirable.
- Independent worker able to manage multiple projects concurrently under minimal supervision.
- Demonstrated strong background in project management and infrastructure or capacity building.
- Excellent organizational, interpersonal, and communication skills, capable of working collaboratively with diverse teams.
- Working knowledge of medical terminology and experience with clinical data coding standards (e.g., ICD-O-3) is desirable.
