CADENCE

 

The Cardiovascular Disease National Collaborative Enterprise (CADENCE) is a national program for Cardiovascular Research that aims to strengthen the overall impact of cardiovascular research and translation in Singapore through: (1) synergising efforts across Singapore through the establishment of Joint Platforms to improve patient outcomes and establish Singapore as a global leader in cardiovascular disease (CVD) research; (2) overcoming common barriers to research at the systems level; (3) driving commercialisation efforts; and (4) demonstrating the power of these synergies through a series of practice-changing Use Cases.

 

CADENCE will be housed as a business unit within the Consortium for Clinical Research and Innovation Singapore (CRIS), a wholly-owned subsidiary of the Ministry of Health Holdings (MOHH) Pte Ltd and anchored by the CVD research programmes and commercialization platforms of partner institutions (MOHT, NHCS & NHRIS, NUHCS & CVRI, NHG Heart Institute, KTPH, A*STAR, NUS, Duke-NUS, LKC).

 

 

What you will be working on

 

The Assistant Manager/Senior Executive is a key member of the Business and Intelligence  Development Unit (BIDU), reporting directly to the BIDU Manager. This role serves as the first-line contracts and agreements lead, supporting legal review workflows, clause positions, and ensuring consistency across collaborations, while supporting business development (BD) operations and partnership coordination as part of BIDU’s core mission to enable collaborations and industry engagements.

 

Responsibilities:

 

1.  Contracts & Agreements

 

  • Support the management of contracts and agreements as the primary point of contact for legal review.
  • Ensure timely, end-to-end review, execution, and management of agreements across CADENCE collaborations, including NDAs, Research Collaboration Agreements (RCAs), Project Agreements (PAs), Clinical Trial Agreements (CTAs), and Grant Agreements.
  • Maintain agreements tracking system and track progress to completion of each agreement.
  • Liaise with internal stakeholders for clearance and inputs, including Legal, Finance, Project Leads/Study Start-Up teams, and escalate complex items appropriately.
  • Support contracts governance by maintaining/refreshing templates, standard clauses, and “acceptable vs escalate” clause guidance in alignment with BIDU’s contracts review process.
  • Coordinate with internal legal teams and external counsel to streamline review workflows and expedite agreement finalisation.
  • Maintain comprehensive records of contract terms, amendments, and renewal schedules to support ongoing partnership management

 

 

2.  Business Development & Stakeholder Engagement

 

  • Support in identifying and pursuing new business and research opportunities and partnership operations: meeting coordination, minutes/documentation, and actively following up on key action points.
  • Contribute to BD workstreams such as feasibility/scoping coordination, and support activities alongside the Clinical Operations team that include CTA review support and budget negotiation facilitation.
  • Assist in developing and maintaining relationships with key stakeholders, including research institutions, pharmaceutical companies, CROs, and healthcare providers
  • Prepare business documents and presentations (e.g., company portfolio, research landscape reports, partner profiles, pitch decks)
  • Assist in the development of future expansion plans.
  • Serve as a liaison between BIDU and other departments to align partnership activities with CADENCE’s objectives.
  • Monitor partnership performance and provide regular updates to management on key metrics and milestones.

 

3.  Intelligence & Insights

 

  • Contribute to the maintenance and updating of the Customer Relationship Management (CRM) system and database.
  • Assist in tracking Key Performance Indicators (KPIs) to measure BIDU activities.
  • Conduct external research, including CV landscape reviews and company portfolio assessments.
  • Conduct market research and analysis to inform strategic decision-making and identify emerging collaboration prospects.

 

Requirements:


•    Degree/diploma in Business/Economics/Science/Health Admin or relevant discipline (or equivalent experience).
•    Minimum 3 years of working experience in a relevant field or demonstrated experience coordinating contract workflows and documentation, including multi-stakeholder reviews and cross-function coordination.
•    Strong writing and follow-through capabilities for meeting documentation and action tracking.
•    Good knowledge of ICH-GCP guidelines and IRB requirements; background in clinical research is advantageous.
•    High attention to detail; structured tracking and documentation.
•    Stakeholder management and coordination across functions. 
•    Process discipline and ability to operationalise SOPs for consistent execution.
•    Excellent communication and interpersonal skills.
•    Ability to work effectively in a supportive role and as part of a team.
•    Proficient in Microsoft Office (Excel, Word)
•    Strong interpersonal skills and the ability to build effective working relationships with internal and external stakeholders.
