CADENCE

The Cardiovascular Disease National Collaborative Enterprise (CADENCE) is a national program for Cardiovascular Research that aims to strengthen the overall impact of cardiovascular research and translation in Singapore through: (1) synergising efforts across Singapore through the establishment of Joint Platforms to improve patient outcomes and establish Singapore as a global leader in cardiovascular disease (CVD) research; (2) overcoming common barriers to research at the systems level; (3) driving commercialisation efforts; and (4) demonstrating the power of these synergies through a series of practice-changing Use Cases.

 

CADENCE will be housed as a business unit within the Consortium for Clinical Research and Innovation Singapore (CRIS), a wholly-owned subsidiary of the Ministry of Health Holdings (MOHH) Pte Ltd and anchored by the CVD research programmes and commercialization platforms of partner institutions (MOHT, NHCS & NHRIS, NUHCS & CVRI, NHG Heart Institute, KTPH, A*STAR, NUS, Duke-NUS, LKC).

 

What you will be working on

 

The Role:

The Assistant Manager/Senior Executive will serve as a vital support function within the Strategic Planning and Development Unit, responsible for comprehensive administrative operations, grant management, and financial oversight. This role requires a detail-oriented professional who can effectively coordinate across multiple stakeholders whilst maintaining operational excellence in programme delivery and financial stewardship.

 

Responsibilities:

 

  • Managing day-to-day operations including meetings, IT systems, procurement processes, administrative functions, and facilities management
  • Overseeing daily operational workflows to ensure smooth functioning of departmental activities and maintaining operational efficiency standards
  • Convening board and executive committee meetings, preparing agendas, and providing secretariat support including minute-taking across various meeting platforms as assigned
  • Coordinating programme-related activities, events, and initiatives with industry partners, public institutions, and private sector stakeholders, including travel arrangements and accommodation bookings
  • Processing core grants and overseeing the complete grant lifecycle from application through to completion
  • Lead/Support the development of new grant proposals in collaboration with programme partners and administering allocated programme budgets (as applicable)
  • Tracking progress against key performance indicators, managing deliverables timelines, and maintaining comprehensive documentation for audit purposes
  • Overseeing financial claims processing, budget monitoring, and audit facilitation to ensure fiscal responsibility and compliance
  • Preparing financial reports for various stakeholders and supporting progress reporting to relevant agencies, institutions, and funding bodies
  • Maintaining accurate financial records and ensuring timely submission of required financial documentation
  • Working effectively across internal and external departments including legal, finance, human resources, corporate communications, and information technology teams

 

Requirements:

  • Diploma or Degree in Business Administration/Management, Accounting, Marketing, or other relevant disciplines. Grant Management experience will be an advantage.
  • Minimum three years of working experience in a relevant field, with demonstrated experience in institutional grants management within the research and development or healthcare sectors being highly valued. Background in clinical research will be considered advantageous but not necessary.
  • Excellent organisational and administrative skills with exceptional attention to detail.
  • Strong analytical capabilities for effective problem-solving.
  • Stakeholder management and coordination across functions.
  • Excellent communication and interpersonal skills.
  • Proficient in Microsoft Office (Excel, Word etc).
  • Experience with IGMS and SAP systems will be an advantage.
  • Strong interpersonal skills and the ability to build effective working relationships with internal and external stakeholders.
  • Good analytical and effective problem-solving skills
