CADENCE

The Cardiovascular Disease National Collaborative Enterprise (CADENCE) is a national program for Cardiovascular Research that aims to strengthen the overall impact of cardiovascular research and translation by integrating existing capabilities, and bringing together the strongest basic, clinical and translational talent and expertise across Singapore. This programme will be under the Ministry of Health Holdings (MOHH) Pte Ltd and anchored by the cardiovascular research programmes and commercialization platforms of the program’s research partners (NHCS, NUHCS, TTSH, KTPH, NTFGH, CGH, SKH, NUS, DUKE-NUS, LKC school of medicine and A*STAR).

 

THE ROLE

The Clinical Operations Senior Manager / Manager will lead the strategic execution of multi-site cardiovascular (CV) clinical trials under Joint Platform 2 of the CADENCE National Clinical Translational Programme (NCTP). This role is critical to establishing Singapore as the leading Asian hub for high-impact cardiovascular research by optimising trial workflows, ensuring regulatory compliance (ICH-GCP, FDA, EMA, HSA), and fostering collaboration across the National Cardiovascular Clinical Trials Network. The ideal candidate is a seasoned clinical trials expert with a proven ability to navigate complex, multi-institutional environments.

 

Responsibilities:

  • Serve as the primary liaison for the National CV Clinical Trials Network, coordinating across sites, industry partners, and vendors to accelerate trial activation and enrolment.
  • Oversee end-to-end management of Investigator-Sponsored Trials (ISTs) (Phase I-IV) from feasibility to activation
  • Lead the implementation and oversight of Investigator-Initiated Trials (IITs) from protocol design to closeout.
  • Drive the expansion of local and regional CV trial networks to enhance Singapore’s competitiveness.
  • Develop and implement SOPs, work instructions, and best practices to harmonise multi-site trial operations.
  • Collaborate with the CADENCE Business Intelligence & Development Unit (BIDU) to streamline multi-institutional contracts, data sharing agreements and industry partnerships
  • Resolve contractual and operational barriers to enable efficient trial setup
  • Provide mentorship and guidance to junior clinical operations staff, fostering a culture of excellence and innovation

 

Requirements:

  • Bachelor’s/Master’s degree in Life Sciences, Nursing, or a related field.
  • Over 8 years of experience in clinical operations, with expertise in multi-site trials (drug/device) and early-phase studies (Phase I-II).
  • Proven track record in IST/IIT management and regulatory compliance
  • Expertise in ICH-GCP, HSA/MOH regulations.
  • Strong project management (PMP/Prince2 certification preferred) and negotiation skills.
  • Ability to drive multi-institutional collaborations and resolve contractual barriers.
